AFIR 2027: What the New EV Charging Rules Mean for Luxembourg

3 1

If you are planning an EV charger installation in Luxembourg, the installation date now deserves a place on your checklist. From 1 January 2027, new technical requirements will apply to newly installed and renovated charging points, including private wallboxes.
Zaptec has announced that its Pro and Go 2 chargers already have the hardware needed for the upcoming requirements. A software update is planned to deliver compliance. For anyone comparing chargers today, it helps to understand what is available now, what is still being prepared and whether an existing installation needs any changes.

AFIR stands for the Alternative Fuels Infrastructure Regulation. It has applied across the EU, including Luxembourg, since 13 April 2024.
For public EV charging, it sets rules covering access without a subscription, payment options and clear pricing. Related technical requirements also govern how charging points communicate with vehicles. These are separate from the operator’s responsibilities for running a public charging service

What changes in January 2027?

Newly installed or renovated public AC and DC charging points must support EN ISO 15118-20:2022. The same communication standard will apply to new or renovated private charging points operating in Mode 3 or Mode 4, which includes typical home wallboxes. Private Mode 2 charging has a separate requirement under EN IEC 61851-1:2019.
ISO 15118 defines how a vehicle and a charging point exchange information. A common standard helps equipment from different manufacturers work together.
The changes do not create a blanket requirement to replace existing chargers. They concern new installations and renovations. Routine maintenance, such as replacing a charging cable, is not considered a renovation under these rules.

What has Zaptec confirmed about Pro and Go 2?

According to Zaptec, the Pro already meets the AFIR requirements applicable to publicly accessible charging points in 2026, provided its software is kept up to date.
For 2027, the manufacturer says both Zaptec Pro and Zaptec Go 2 have suitable hardware. Compliance is to be delivered through a free firmware update, without replacing the chargers.
As of 8 October 2026, Zaptec expects the update to be available by 1 January 2027. The final release date has not yet been confirmed. If your installation is scheduled for 2027, check the current software status with your installer before proceeding.

Can you keep using an existing Zaptec Go?

Zaptec Go and Zaptec Go 2 are different products. Zaptec states that the original Go will not meet the requirements for new installations from 1 January 2027. However, units already installed can remain in use.

When reviewing a quotation, check the exact model name and the proposed installation date. This matters particularly if you are ordering a charger this year for a project that will be completed next year.

Will every charger offer Plug & Charge?

Plug & Charge allows a compatible vehicle to be recognised and authorised automatically when connected. Offering this service remains optional. New or renovated public charging points offering it from 2027 must comply with both ISO 15118-2 and ISO 15118-20. eur-lex.europa.eu

Ask which features will actually work with your vehicle and the chosen charging service. A reference to a communication standard alone does not tell you how your particular installation will operate.

Choosing an EV charger for your property

For a home installation, start with your daily routine. How far do you usually drive? How long is the car parked overnight? Will a second electric vehicle join the household? These answers help establish what you need from the charger.
Your electrical installation also needs attention. The proposed charging power should be assessed alongside other equipment in the building, especially if you have a heat pump or plan to add one. If solar panels or battery storage are part of the project, discuss the intended integration before choosing the charging equipment.
For a business, agree on who will have access. A charger reserved for staff raises different practical questions from one offered to visitors. Decide how users will be identified, whether sessions need to be billed and how additional charging points could be added later.
Before accepting a quotation, ask your installer to confirm the model, installation date, available functions and update arrangements. A clear specification makes offers easier to compare and gives you a useful record of what has been agreed.
