A photovoltaic installation can reduce the amount of energy purchased from the grid, mitigate the impact of energy price fluctuations on operating costs, and increase the predictability of a company’s expenses.

Support programs available in Luxembourg can further reduce the cost of investing in a photovoltaic system and energy storage. The type of support depends on factors such as the system’s power output, installation location, energy use, and company size.

For smaller installations, companies can primarily benefit from the Klimabonus program. Projects exceeding 30 kWp can apply for higher support through competitive investment calls.

There is no single program that is right for every company. Before investing, it is important to compare available solutions and determine which one will provide the company with the greatest financial benefit.

The Klimabonus program may include a photovoltaic installation operating for the company’s own needs and an associated energy storage facility.

The minimum power of the photovoltaic installation is 2 kWp. The amount of aid is calculated based on the installation capacity, with the maximum subsidy amount for photovoltaics currently being EUR 10,000 per installation. This limit applies to installations with a power of 15 kWp or more.

Although the current system does not introduce a formal maximum limit on installation power, due to the limitation in the amount of subsidies, Klimabonus is most often analyzed for smaller projects. In the case of installations exceeding 30 kWp, it is worth comparing it with the assistance available under competitive calls.

Energy Storage Subsidy

The subsidy amount is calculated using the following formula:

Ppv × [1,155 – (1,155 / 35 × Ppv)] euros

Ppv refers to the installation’s power output expressed in kWp. The maximum subsidy amount is €10,000 per installation.

You don’t need to perform the calculations yourself. Based on the planned power output and project parameters, we will prepare an estimate of the possible subsidy amount.

The Klimabonus program can also cover energy storage:

installed together with a new photovoltaic installation;

added to an existing installation operating in on-site energy use mode.

The minimum storage capacity is 2 kWh. For storage units with a capacity of 2 to 9 kWh, the subsidy is calculated using the following formula:

Qbat × [500 – (500 / 18 × Qbat)] euros

Qbat denotes the usable storage capacity expressed in kWh. Above 9 kWh, the maximum subsidy amount is 2,250 euros.

For companies operating activities requiring authorization for établissement, the pre-financing procedure is not available. The company uses the traditional settlement procedure after the investment is completed, through the Environmental Administration.

Installations above 30 kWp – investment aid for enterprises​

Larger photovoltaic projects can participate in competitive calls for proposals organized by the Ministry of Economy.

The program is aimed at legal entities, such as joint-stock companies, SARLs, and cooperatives, based in Luxembourg, conducting business activities, and investing in a new photovoltaic installation. Companies experiencing economic difficulties are not eligible for assistance.

Aid may cover installations:

on the roofs of company buildings;

on facades;

using lightweight photovoltaic modules;

on the premises of a commercial enterprise;

as parking lot roofs, i.e., photovoltaic carports;

in conjunction with an energy storage system.

Current call for proposals in 2026 The sixth call for proposals opened on July 17, 2026, and applications can be submitted until September 30, 2026, at 12:00 PM. The total budget for the call is €10 million. Projects have been divided into three main groups and separate subcategories for installations with and without energy storage.

Maximum rates for installations from over 30 to 200 kWp

Classic rooftop and UAA installations

Without energy storage: up to €550/kWp;
With energy storage: up to €715/kWp.

Lightweight rooftop and façade installations

Without energy storage: up to €760/kWp;
With energy storage: up to €925/kWp.

Photovoltaic carports and canopies

Without energy storage: up to €1,050/kWp;
With energy storage: up to €1,215/kWp.

These are maximum aid levels, not automatically awarded amounts. Applicants specify the amount of support they expect in euros per kWp in their documentation.

Projects compete against each other. Investments that require the lowest amount of support per installed capacity are prioritized. Therefore, properly preparing a cost estimate and financial model directly impacts the project’s chances of success.

Depending on the type of investment, the call also covers larger installations:

building roofs and ZAE sites – up to 3 MWp;
light roof modules and façade installations – up to 2 MWp;
photovoltaic carports – up to 3 MWp.

The maximum aid rate in euros per kWp decreases with increasing project capacity. At the same time, larger installations can reduce the unit construction cost and allow companies to generate a significant portion of their energy directly on-site.

Each of the three project groups has a separate pool of funds for installations equipped with energy storage. The maximum support rates are higher in these subcategories than for photovoltaics alone.

For a project to qualify as a storage facility:

  • The photovoltaics and storage facility must constitute a joint project;
  • The devices must be located in the same area and operate “behind the meter”;
  • The usable storage capacity must be at least 1 kWh for every 1 kWp of the photovoltaic system’s output;
  • At least 75% of the energy supplied to the storage facility annually must come directly from the associated photovoltaic system.

However, the storage facility should not be selected solely to meet program requirements. Its capacity should be tailored to the company’s energy consumption profile, operating hours, planned expansion, and future consumers, such as electric vehicle chargers.

What can a company gain from energy storage?

The storage system allows energy use to be shifted to hours when the photovoltaic system produces less or no energy at all.

However, a storage facility won’t be cost-effective for every company. If a company consumes almost all of the energy produced by photovoltaics during the day, storing the surplus may be of little benefit.

Therefore, before selecting a device, we analyze data on energy consumption, production, and instantaneous power consumption. Only then do we determine whether a storage facility will improve the project’s economic performance.

What costs can be covered?

In the current call for proposals, eligible costs may include:

purchase and installation of photovoltaic modules;

inverters, cables, and other electrical equipment;

mounting structure;

design, engineering, and project preparation costs;

connection of the system, including selected construction works and a transformer;

purchase and installation of an energy storage facility meeting the program’s requirements.

Operating costs of the system and expenses incurred solely to comply with existing regulations are not eligible costs. Amounts are assessed net of taxes and other charges.

Important: the order of actions matters

For competitive investment aid, the application must be submitted before work begins. No commitments that will prejudge the project’s implementation should be made before submission.

Signing an unconditional agreement, commencing installation, or ordering equipment too early may result in the loss of eligibility for support.

After the aid is granted, the first use of the energy produced by the installation should generally occur within 18 months. In justified cases, an extension of this period may be requested.

First, review the program and prepare the documentation. Only then should you begin the investment.

Photovoltaics up to 30 kWp or a larger installation?

It's not always worth limiting the power of a project just to stay on a simpler support path.

An installation up to approximately 30 kWp may be appropriate when:

  • the company has limited roof space;
  • annual energy consumption is not high;
  • the company primarily wants to reduce its current bill;
  • the project should be simple and quick to implement;
  • the maximum Klimabonus subsidy provides sufficient support.

An installation above 30 kWp may be a better solution when:

  • the company uses a lot of energy during working hours;
  • has a large roof, facade, or parking lot area;
  • plans to electrify its vehicle fleet;
  • wants to combine photovoltaics with a larger energy storage facility;
  • intends to utilize production in multiple buildings or through energy sharing;
  • wants to obtain support corresponding to the actual scale of the investment.

The final capacity should be based on the consumption profile, technical conditions, and expected profitability, not solely on the limits of a specific program.
