Klimabonus 522

Photovoltaics and Home Battery (Old Regime)

What is Klimabonus 522?

Klimabonus 522 is a public subsidy scheme in Luxembourg supporting the installation of photovoltaic (PV) systems, with or without electricity storage, under the previous regulatory framework.

The subsidy is designed for property owners who want to:

  • produce their own electricity using solar energy,

  • reduce reliance on the public grid,

  • contribute to climate protection,

  • benefit from financial support for their photovoltaic investment.

Technical requirements for photovoltaic systems

To be eligible for Klimabonus 522, the photovoltaic installation must meet the following conditions:

  • The peak output of the system must not exceed 30 kWp.

  • PV panels may be:

    • mounted on the roof,

    • installed on the façade, or

    • integrated into the building envelope.

  • Installations are allowed on:

    • residential buildings, and

    • non-residential buildings.

  • Hybrid solar collectors producing both electricity and hot water are also eligible.

Subsidy options – two possible models

Two subsidy options are available. The applicant must choose one of them.

Option 1: Feed-in mode with guaranteed feed-in tariff

  • Investment grant: 20% of the eligible investment.

  • Maximum subsidy: 500 €/kWp.

  • The installation operates in feed-in mode with a state-guaranteed feed-in tariff.

  • Self-consumption is still possible under this option.

  • The feed-in tariff is guaranteed for 15 years.

  • The exact tariff level depends on the grid connection date of the installation.

📅 Validity:

  • invoices dated between 1 January 2022 and 31 December 2026,

  • the installation must have been ordered no later than 4 March 2026.

Option 2: Self-consumption mode (no guaranteed feed-in tariff)

    • Investment grant: 50% of the eligible investment.

    • Maximum subsidy: 1,250 €/kWp.

    • The system operates in self-consumption mode.

    • The applicant must renounce the guaranteed feed-in tariff for the entire lifetime of the installation.

    • This renunciation is firm and irreversible.

    • A buy-back contract must be concluded with an electricity supplier for surplus electricity.

    • In most cases, this involves:

      • individual or collective self-consumption, or

      • participation in an energy community.

    📅 Validity:

    • invoices dated between 1 January 2022 and 31 December 2026,

    • order placed no later than 4 March 2026.

Increased subsidy for specific installations

For photovoltaic installations:

  • ordered between 1 January 2023 and 30 September 2024, and

  • invoiced by 31 December 2026,

an increased investment subsidy of 62.5% applies if the guaranteed feed-in tariff is waived.

  • Maximum subsidy: 1,562.5 €/kWp.

Subsidy for home battery storage

Electricity storage (net capacity) is eligible for a subsidy under the following conditions:

Single-family homes

  • PV system output: more than 4 kWp,

  • storage capacity: up to 1.5 kWh per kWp,
with a maximum of 12 kWh.

Apartment buildings

  • PV system output: more than 1.5 kWp per residential unit,

  • storage capacity: up to 1.5 kWh per kWp,
with a maximum of 9 kWh per residential unit.

Non-residential buildings

  • storage capacity: up to 1 kWh per kWp.

Taxation of photovoltaic income

  • For the 2022 tax year, income from installations above 10 kWp is taxable.

  • For the 2023 tax year, income from installations above 30 kWp is taxable.

Additional photovoltaic installations

An additional photovoltaic installation on the same roof, façade or building envelope is eligible for subsidy if:

  • the electricity injection into the grid takes place at least 2 years after the first injection of the previous installation.

How to apply for Klimabonus 522

  • The subsidy application can be submitted after the installation has been completed.

Social Top-Up Klimabonus

Eligible households may apply for a social top-up subsidy after receiving the decision granting the Klimabonus subsidy.

FAQ – Frequently Asked Questions

What does Klimabonus 522 support?

Klimabonus 522 supports the installation of photovoltaic systems, with or without electricity storage, under the previous subsidy regime in Luxembourg.

Who can apply for Klimabonus 522?

The subsidy is available for residential and non-residential buildings, provided the technical and administrative conditions are met and the installation falls within the defined time limits.

What is the maximum size of the photovoltaic system?

The peak output of the photovoltaic system must not exceed 30 kWp.

Where can the photovoltaic panels be installed?

Photovoltaic panels may be: mounted on the roof, installed on the façade, or integrated into the building envelope. Hybrid solar collectors producing both electricity and hot water are also eligible.

What subsidy options are available?

There are two possible subsidy models: Feed-in mode with a guaranteed feed-in tariff and a 20% investment subsidy. Self-consumption mode with a higher investment subsidy (50% or, in some cases, 62.5%) and no guaranteed feed-in tariff.

Can I use my own electricity under the feed-in option?

Yes. Even when choosing the feed-in option, self-consumption of the produced electricity is possible.

Is a home battery subsidised?

Yes. Electricity storage is eligible for a subsidy if the system size and storage capacity stay within the defined limits, which depend on the type of building (single-family home, apartment building or non-residential building).

Can I change my mind after choosing self-consumption mode?

No. Choosing self-consumption mode requires renouncing the guaranteed feed-in tariff for the entire lifetime of the installation. This decision is firm and irreversible.

When can I apply for the subsidy?

The subsidy application can be submitted only after the photovoltaic installation has been completed.

Is income from photovoltaic installations taxable?

Yes, depending on the year and system size: for the 2022 tax year, installations above 10 kWp are taxable, for the 2023 tax year, installations above 30 kWp are taxable.

Can I add another photovoltaic installation later?

Yes. An additional installation on the same roof, façade or building envelope is eligible if the grid injection takes place at least two years after the first installation.

Who makes the final decision on the subsidy?

Final eligibility, subsidy amounts and approvals are determined by the competent public authority, based on the applicable regulations.
