Subsidy for External Wall Insulation​

What is Klimabonus 201?

Klimabonus 201 is a government subsidy in Luxembourg for insulating external walls of residential buildings.

By insulating external walls, homeowners:

  • improve indoor comfort during winter,

  • protect the building from overheating in summer,

  • reduce energy consumption,

  • lower energy costs,

  • contribute to climate protection.

Technical requirements – what must the insulation meet?

To be eligible for the Klimabonus subsidy, external wall insulation must comply with specific technical and performance criteria.

Insulation thickness and thermal performance

  • Minimum insulation thickness: 15 cm (performance standard III)

  • Maximum U-value:

    • 0.17 W/(m²K) – performance standard II

    • 0.13 W/(m²K) – performance standard I

Insulation materials – environmental requirements

The subsidy also depends on the environmental impact of the insulation material, measured by the Ieco12 environmental index.

Fossil-based insulation materials

  • Environmental index Ieco12 < 50 UI6/m²

  • Must contain at least 50% recycled materials

Mineral insulation materials

  • Made of 100% mineral materials (including plaster)

  • Environmental index Ieco12 ≤ 23.7 UI6/m²

Ecological insulation materials

  • Made of 100% renewable materials

  • Environmental index Ieco12 ≤ 23.7 UI6/m²

Who is eligible for the Klimabonus subsidy?

The Klimabonus 201 subsidy is available only if all the following conditions are met:

  • the building is a residential building older than 10 years,

  • before starting the renovation works, an agreement in principle must be obtained from the Environment Agency,

  • this agreement is based on:

    • an energy advice report from an accredited advisor, or

    • in the case of a single insulation measure, support from an approved advisor or an approved craftsman,

  • no state subsidy was previously granted for insulation of the same building element under the 2016 or 2022 subsidy schemes.

📅 Validity:

  • agreements in principle must be concluded before 31 December 2030,

  • invoices are accepted until 31 December 2035.

How does the application process work?

  • Before the works start
    An application for an agreement in principle must be submitted.

  • After the works are completed
    The request for payment of the subsidy can be submitted.

Social Top-Up Klimabonus (additional subsidy)

Eligible households may apply for an additional social top-up subsidy.

The application must be submitted after receiving the decision granting the Klimabonus subsidy to:

    “Demande d’une aide dans le cadre du paquet banque climatique et logement durable – DEPA-2026 – Personne physique”
    (or the form for Personnes morales)

    (only for private individuals and single-family houses)

Social Top-Up Klimabonus

The Klimabonus basic subsidy applies to the first agreement in principle submitted between 1 January 2026 and 31 December 2030,
subject to the final adoption of draft law No. 8585.

What type of work is covered by Klimabonus 201?

Klimabonus 201 covers external wall insulation installed from the outside of residential buildings.

Can I apply for the subsidy after the work has started?

No. The application for an agreement in principle must be submitted before the renovation works begin.

Is Klimabonus available for new buildings?

No. The subsidy applies only to residential buildings older than 10 years.

Do I need an energy advisor?

Yes. An agreement in principle must be based on: an energy advice report from an accredited advisor, or for a single insulation measure, support from an approved advisor or craftsman.

Can I receive the subsidy if I already received funding in the past?

No. If a subsidy was granted for the same building element under the 2016 or 2022 programmes, Klimabonus 201 cannot be claimed for that element again.

When do I receive the subsidy payment?

The payment can be requested only after the works have been fully completed and all conditions are met.

Is there additional support for low-income households?

Yes. Eligible households may apply for a Social Top-Up Klimabonus through the Guichet unique des aides au logement.
