Solar Subsidies in Luxembourg

Thanks to the pre-financing scheme in Luxembourg, you can install a photovoltaic (PV) system without having to pay the full investment upfront. Instead of waiting months for the subsidy to be reimbursed after the works are completed, part of the government subsidy is deducted directly from your final invoice.

Your installer is then reimbursed by the Ministry of the Economy, which means fewer administrative steps for you, a lower initial payment, and a much smoother start to your solar project.

What is pre-financing for solar installations?

Pre-financing is a public support mechanism that makes residential solar energy projects in Luxembourg more accessible. Rather than advancing the full cost of your photovoltaic system, you immediately benefit from the subsidy through a reduced final invoice.

In practical terms:

  • you invest less capital at the beginning,

  • you avoid complex paperwork,

  • and you gain faster access to clean, self-produced electricity.

Who is eligible for solar pre-financing in Luxembourg?

Pre-financing is available to owners of residential buildings in Luxembourg who plan to install a photovoltaic system:

  • with or without a home battery (stand-alone batteries are excluded),

  • designed for self-consumption of electricity,

  • mit einem waiver of the guaranteed feed-in tariff for surplus electricity sold to the grid.

Only installers officially authorised to use the pre-financing procedure may submit the request. When signing the offer, you simply grant the installer a mandate to handle the subsidy on your behalf.

How does solar pre-financing work?

The process is simple and fully transparent:

  1. Choose an authorised installer and receive an offer that includes the pre-financing option.

  2. After the installation is completed, the installer issues the final invoice and automatically deducts:

    • any deposits already paid (all payments made before the final invoice are considered deposits and may not exceed 30% of the total VAT-inclusive price stated in the signed offer),

    • the amount of the Klimabonus subsidy.

  3. You pay only the remaining balance, with no need to wait for a reimbursement.

  4. The installer submits the reimbursement request to the Ministry, and you receive official confirmation of the granted subsidy.

Important deadlines to respect

To remain eligible for pre-financing in Luxembourg:

  • the installer’s offer must be signed before 31 December 2029,

  • the reimbursement request must be submitted before 31 December 2031.

These deadlines ensure that your application can be processed within the official regulatory framework.

Transition Period: Old Rules and New Rules

For offers signed between the 1st October 2024 Und 4th March 2026 and for which the final invoice must be issued no later than the 31st December 2026, a transitional phase applies during which two options are available:

the former subsidy scheme, with a subsidy of 50% and a maximum of €1,250/kWc (self-consumption/energy community).

OR

the new Klimabonus subsidy scheme, the full application of which is detailed in the section below ‘From the 5th January 2026’.

This framework applies a new calculation formula based on the installed power and, where applicable, the capacity of the installed battery, and gives you the choice between:

submitting the application for assistance in the traditional way to the Environment Administration
pre-financing using the same new calculation formula, subject to compliance with the pre-financing conditions.

It should be noted that from this period onwards, installations associated with a guaranteed feed-in tariff will no longer be eligible for a subsidy.

Finally, this scheme also provides a subsidy for the installation of a battery after the installation of a photovoltaic system.
