Increasingly, the point is not only to charge it, but also to use it whenever electricity may be needed somewhere other than for powering the vehicle itself. This is the idea behind bidirectional energy flow: energy can flow not only to the car, but also from the car. It is worth understanding what Vehicle-to-Load (V2L) is, meaning the powering of external devices using energy from the car. It is also important to know that the same concept has two further variants: Vehicle-to-Home (V2H), meaning powering a home from the vehicle, and Vehicle-to-Grid (V2G), meaning feeding energy back into the electricity grid. They differ mainly in their level of implementation: V2L is usually the simplest and often works like a socket in the car, while V2H and V2G typically require compatible equipment, configuration, and formal procedures.

Three technologies in practice - what are the differences?

V2L, V2H, and V2G are three names for the same idea: an electric car does not have to be only a consumer of electricity, but can also supply it. The difference lies in where that energy is meant to go and the scale of the overall solution. Below, we present three different technologies worth understanding if you are interested in drawing power from an electric car. The terms V2L, V2H, and V2G refer to the same underlying concept – electricity can flow not only to the car, but also from the car – yet in practice they describe three different use cases.

It is also worth keeping the ISO 15118 standard in mind – this is an international standardization framework that enables the car and the charger to communicate securely (including, among other things, Plug & Charge, intelligent EV charging station management, and preparation for bidirectional charging). From 1 January 2027, stricter regulations resulting from the AFIR Regulation (EU 2023/1804) will begin to apply in the European Union: new and modernized publicly accessible charging points will have to meet interoperability requirements, which in practice means the need to support EN ISO 15118-20:2022 (in accordance with the timeline described in the implementing/delegated acts under AFIR). In practice, the actual costs are determined not only by the fuel price, but also by the efficiency of the heating appliance and fixed charges, which can significantly affect the final bill. That is why we compare heating sources using a common denominator: the cost of 1 kWh of useful heat, meaning the heat that actually reaches the home. This approach makes it possible to compare different forms of heating fairly. Based on current reference data for Luxembourg, we show which solutions are the most cost-effective in everyday use. We also explain why the same heating source can be cheaper for some users and more expensive for others — and which factors matter most here. First, building insulation and the supply temperature of the system are of huge importance. A heat pump is most cost-effective where the house has reasonable thermal insulation and the heating system operates at low temperatures (e.g. underfloor heating or large radiators). Then the SCOP increases and the cost of 1 kWh of heat decreases.

Second, in the case of gas, fixed and network charges matter. Even if gas itself looks attractive when converted per m³, the bill is increased by the network component, taxes, and fixed monthly items.

Third, not all pellets are equal – what matters is whether you buy them in bulk or in bags, and how much you can order at one time. The difference in price per ton often amounts to hundreds of euros over a season.

Fourth, in the case of electricity, variability results from how charges and support mechanisms are structured. In Luxembourg, there have been significant changes and state interventions concerning elements of the energy bill from 2026 onward.

The Most Important Thing in 30 Seconds

An Energy Passport (EPC) assesses a building’s energy performance and is mandatory for sales, rentals, and new investments, among other projects.
We distinguish categories for residential buildings (LuxEeB-H) and non-residential buildings (LuxEeB-F); in both cases, there are passports for: existing buildings, new buildings (at the permitting stage), and as-built buildings (after construction).
Key indicators include energy efficiency class, thermal insulation class, and CO₂ emissions (A+ for best → I for worst).
The standard validity of the passport is 10 years (earlier renewal recommended after significant renovations).
A well-prepared energy concept from the design stage allows for reduced construction costs and easier achievement of a high class.

What is an Energy Passport (EPC)?

An energy passport (energy performance card, EPC) is an official document that clearly presents a building’s energy performance and environmental impact. It allows for property comparisons in terms of energy consumption and CO₂ emissions and provides recommendations for efficiency improvement.

In Luxembourg, energy passports are available separately for:

residential buildings – where at least 90% of the floor area is used for residential purposes (LuxEeB-H),
non-residential (commercial) buildings – all other heated buildings (LuxEeB-F).

EPCs increase the transparency of the real estate market: buyers and tenants can estimate operating costs and climate impact before the transaction.

When is it required?

In Luxembourg, an energy passport is required in particular:

for the sale and rental of existing residential and non-residential buildings,
for new buildings – at the building permit stage (concept/notification) and after completion (as-built),
for renovations requiring a building permit or significant changes to the building’s installation/envelope.

Important Key EPC indicators must be disclosed in sales documentation and rental advertisements. Failure to obtain a current passport may delay the transaction.

Types and nomenclature: LuxEeB-H and LuxEeB-F

Residential Buildings – LuxEeB-H

Existing Building (EPC for existing) – used for sale/lease.
New Building (EPC for permit) – an appendix to the design documentation, verifying compliance with minimum and energy efficiency requirements.
As-built (after construction) – for completed projects; often required as proof for grant applications.

Non-residential Buildings – LuxEeB-F

New, existing, and as-built – similar to residential buildings.
From 2023, functional (non-residential) passports will be issued exclusively using the demand (calculation) method. Previously issued documents remain valid, but new ones can no longer be issued using the old procedure.

What does the Energy passport contain and how to read the classes?

A standard EPC for residential buildings assigns three key classes (e.g., A/A/A or F/G/F):

Energy efficiency – the building’s primary energy consumption.
Thermal insulation – the quality of the thermal envelope (walls, roof, floor, windows, doors).
Environmental impact – CO₂ emissions related to operation.

Rating scale: A+ (best) → I (weakest).

Additionally, the document includes:

annual energy consumption and projected costs,
recommended modernizations with estimated impact on the class,
a summary of building and installation parameters.

Practical tip: An Energy passport (EPC) is typically 5 pages long and covers the entire building (not a single unit, unless it is a standalone building as defined by law). The standard validity period is 10 years.

Validity, Update and Exceptions

Validity: 10 years from the date of issue.
Updating: Recommended earlier if significant modernizations have been carried out (e.g., insulation, replacement of joinery, new heating system, installation of photovoltaics, ventilation with heat recovery) – this would change the energy performance.
Exemptions: Exemptions from the requirement may include agricultural buildings, open-air commercial buildings, temporary buildings, religious buildings, and buildings with an ERA < 50 m² or with dominant process energy.

Note for non-residential buildings: Energy consumption data must be updated upon building completion and periodically thereafter (as required for the specific building type). The EPC remains valid for 10 years.

Obtaining process – step by step

Determining the EPC type (residential/non-residential; existing/new/as-built).
Data collection: drawings, partition lists, window/door specifications, installation description, test reports (e.g., blower doors), and renewable energy data (PV, collectors).
Inventory and/or on-site verification by a certified expert.
Calculation model and simulations – in accordance with appropriate methods (for non-residential buildings, including DIN V 18599).
Report and conclusions – classes, indicators, and modernization recommendations.
Issuing the document – EPC in a form compliant with regulations; forwarding to the owner/investor.

Time and cost depend on the complexity of the facility, the completeness of the data, and the scope of the on-site inspection.
