Pre-financing is a public support mechanism that makes residential solar energy projects in Luxembourg more accessible. Rather than advancing the full cost of your photovoltaic system, you immediately benefit from the subsidy through a reduced final invoice<\/strong>.<\/p>

In practical terms:<\/p>

  • you invest less capital at the beginning,<\/p><\/li>

  • you avoid complex paperwork,<\/p><\/li>

  • and you gain faster access to clean, self-produced electricity.<\/p><\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    Who is eligible for solar pre-financing in Luxembourg?<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

    Pre-financing is available to owners of residential buildings in Luxembourg<\/strong> who plan to install a photovoltaic system:<\/p>

    • with or without a home battery (stand-alone batteries are excluded),<\/p><\/li>

    • designed for self-consumption<\/strong> of electricity,<\/p><\/li>

    • with a waiver of the guaranteed feed-in tariff<\/strong> for surplus electricity sold to the grid.<\/p><\/li><\/ul>

      Only installers officially authorised to use the pre-financing procedure may submit the request. When signing the offer, you simply grant the installer a mandate to handle the subsidy on your behalf.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

      The process is simple and fully transparent:<\/p>

      1. Choose an authorised installer<\/strong> and receive an offer that includes the pre-financing option.<\/p><\/li>

      2. After the installation is completed, the installer issues the final invoice and automatically deducts:<\/p>

        • any deposits already paid (all payments made before the final invoice are considered deposits and may not exceed 30% of the total VAT-inclusive price<\/strong> stated in the signed offer),<\/p><\/li>

        • the amount of the Klimabonus<\/span><\/span><\/strong> subsidy.<\/p><\/li><\/ul><\/li>

        • You pay only the remaining balance<\/strong>, with no need to wait for a reimbursement.<\/p><\/li>

        • The installer submits the reimbursement request to the Ministry, and you receive official confirmation of the granted subsidy.<\/p><\/li><\/ol>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

            To remain eligible for pre-financing in Luxembourg:<\/p>

            • the installer\u2019s offer must be signed before 31 December 2029<\/strong>,<\/p><\/li>

            • the reimbursement request must be submitted before 31 December 2031<\/strong>.<\/p><\/li><\/ul>

              These deadlines ensure that your application can be processed within the official regulatory framework.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

              Transition Period: Old Rules and New Rules<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

              For offers signed between the 1st October 2024<\/strong> and 4th March 2026<\/strong> and for which the final invoice must be issued no later than the 31st December 2026, a transitional phase applies during which two options are available:<\/p>

              the former subsidy scheme, with a subsidy of 50%<\/strong> and a maximum of \u20ac1,250\/kWc (self-consumption\/energy community).<\/p>

              OR<\/strong><\/p>

              the new Klimabonus subsidy scheme<\/strong>, the full application of which is detailed in the section below \u2018From the 5th January 2026\u2019.<\/p>

              This framework applies a new calculation formula based on the installed power and, where applicable, the capacity of the installed battery, and gives you the choice between:<\/p>

              submitting the application for assistance in the traditional way to the Environment Administration
              pre-financing<\/strong> using the same new calculation formula, subject to compliance with the pre-financing conditions.<\/p>

              It should be noted that from this period onwards, installations associated with a guaranteed feed-in tariff will no longer be eligible for a subsidy.<\/em><\/p>

              Finally, this scheme also provides a subsidy for the installation of a battery after the installation of a photovoltaic system.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
